PROPOSITION 19

Proposition 19 allows eligible homeowners in SLO County to transfer their current low “base year” property tax value to a new primary residence, or certain family members. Prop 19

Base Year Value Transfers (Age 55+, Disabled, Disaster Victims) Base Year Value Transfers - Prop 19

Who qualifies:
-Age 55+ on the date the original home sold, or
-Severely disabled (with physician’s certificate), or
-Victim of a wildfire or natural disaster.


Timing:

Sale of original home and purchase/construction of replacement must occur on or after April 1, 2021 and within 2 years of each other Prop 19


Property rules:
-Original home must have been your principal residence and subject to reappraisal at current market value at sale.
-Replacement must be your principal residence, eligible for homeowner’s or disabled veteran’s exemption, and purchased/newly built within 2 years.


Value limit:

Who qualifies:

Transfer of a principal residence or family farm between parents/children or grandparents/grandchildren.
Must occur on or after Feb 16, 2021.


Rules:

-Principal residence must become the transferee’s home within 1 year.
-Family farm must continue as such.
-Value limit: Current taxable value + $1,000,000 (adjusted biennially) The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or Natural Disasters Act
-Transferee must qualify for homeowner’s or disabled veteran’s exemption within 1 year.

How to Apply in SLO County Base Year Value Transfers - Prop 19


Check eligibility (age, disability, disaster, or family transfer).


Gather documents: proof of age, disability certificate, sale/purchase records, exemption eligibility.


File with SLO County Assessor via the “Base Year Value Transfers” or “Intergenerational Transfers” portals.


Meet deadlines:

- Base year transfer: within 2 years of sale/purchase.
- Intergenerational: within 3 years of transfer.
